The center of Bruxelles contains the wizard's college of Notre Dame. Surrounded by a 6' wall, it contains no less than three libraries, two of which are off-limits to all but the most studious of wizards. Other than the iron rods around the outside of the city, nowhere is magic more apparent than in the blocks immediately around the college. If you attempt to enter the college, you must pass by an ancient and grisly old mage. He will stop you with a knarled finger and say "You are not a student in this place. I cannot allow you to pass through these gates. If you wish to use the public library, IT is through those doors over there." You sense that he is not to be trifled with and may either leave or enter the public library he has pointed out.
